Medi Wechsler Dinu made this watercolor in 1963, seemingly en plein air. The materials here – paper, pigment, water – are simple, but allow for immense subtlety. Dinu's technique creates a dreamy effect. Thin washes create the overall composition, while darker, wetter strokes describe the foregrounded boats. The white of the paper shines through to give the work light and luminosity, and the artist has exploited the way that watercolor bleeds and blooms, especially around the edges of the boats, to soften the scene. Dinu has clearly mastered this medium through long, dedicated practice. What is interesting, though, is that such skill is often sidelined as merely 'technical' and separate from artistic expression. I would suggest that here, the two are inseparable. After all, the way this picture has been made is the essence of its meaning.
