This is an etching, whose artist and date are unknown, titled "Three Men on a Path by a Decayed Tower." The figures in this artwork, the three men, as well as the two figures near the water, seem to have an overriding importance. However, they are small and presented amidst decay. The three men are set in the foreground and appear to be well dressed, maybe they are traveling, surveying the landscape.
