There's something so economical and cutting about the gestural marks here. The bold outlines and sparse shading give it a real punch. You can see how the figures are positioned and posturing. The artist has used line and tone to convey the political situation of the time. I can imagine Low, pen in hand, thinking about the balance of power and how to capture it in a single image. It's like he's saying, "Here's the deal, plain and simple." I think it relates to the work of other cartoonists and political satirists who use caricature and humor to make a point.
