Its resemblance to political figures is unmistakeable; the container, upon closer viewing, lists several positions and their candidates, suggesting rivalry and discord among the parties. That little flag at the top reads 'KOODE-LAAS," code-of-laws, which implies corruption. The 'hero', or the lack thereof, suggests the political Herculean tasks required in a complex era. Note too, the use of dramatic contrast between the shadowed foreground and the brightly lit, jeering audience.
